Pursuant to the 4 GCA Public Officers & Employees Chapter 6 - Compensation of Public Employees
ยง 6205. Recruitment Above-Step. - The appointing authority, or the head of an agency, department or public corporation listed in 4 GCA sub-section 4105 (a) may petition the Director of Administration for recruitment at a higher step not to exceed Step 10, because of documented recruitment difficulty or exceptional qualifications.
The Director of Corrections has determined to hire (2) Staff Nurse II at Pay Grade: M, Step 5 - $51,621 P/A, $24.82 P/H, based on competitive recruitment on qualifications of education and experience, relative to the Civil Service Commission National Pay and Retention Pay schedule for Profesional Nurses Pursuant to P.L. 24-325.
Furthermore, DOC is in a stipulated agreement with the Department of Justice (DOJ) to ensure that access to medical and mental health care is afforded to our entire prison population. In addition to having a Physician on board (Dr. Raja Saad, MD), Department of Corrections needs to hire (2) Staff Nurse II for 24 hours a day, 7 days a week nursing staff and 24 hour availability on medical health providers to respond to emergency calls. Currently, DOC has a prison population of more than 500+ inmates and detainees combined. The number of sick calls on a weekly basis range from 180 - 200 requests. The number of sick calls visit requests weekly is (50), the number of inmates requiring ongoing medication is (237), the number of medication refills on a monthly basis is (660) etc...
Department of Corrections had conducted its first interview for a Staff Nurse II on November 20, 2012. In result of the interview, the Interview Panel members selected Ms. Carmelita M. Rosalin for the position and Director Jose A. San Agustin approved the nomination.
It is the intent of this director to hire Ms. Carmelita M. Rosalin on an above step recruitment at Pay Grade M, Step 5 at $51,621 P/A, $24.82 P/H, based on the CSC National Pay & Recruitment & Retention Pay Schedule (44%) for Professional Nurses Pursuant to P.L. 24-325.
Ms. Carmelita M. Rosalin has been an RN for several years and has a wide range of nursing/medical experience under her belt. She has worked for various Medical Health Care providers from May 2002 through July 2012. She received an Associate's Degree in Arts & Science in 1998, completed her Practical Nursing in 2001 and received her Associate Degree in Technical Arts Nursing on August 2005.
